A FIRM that is into the business of power generation is set to invest at least P9 billion for the establishment of a coal-fired power plant in Zamboanga City.

Zambo freeport deputy administrator for planning and operations Meinrad Yanga said the construction of the coal-fired power plant with an initial capacity of 100 megawatts will start in August. He said the investor, which will construct the coal-fired power plant in a 60-hectare area inside Zambofreeport, is the Conrado Alcantara and Sons (Conal) Holdings that had been into the business of power generation.

Yanga said that they are finalizing the contract for the construction of the power plant citing the first phase of the project is for a 100-megawatt capacity.

He said officials of the Conal Holdings have assured that the construction of the coal-fired power plant will be fast tracked to put it in operations within a period of four years though it takes five years to build the power plant.

He said that Conal Holdings is set to put up another coal-fired power plant, also inside the Zambofreeport, with a capacity of 200 megawatts once the 100-megawatt plant is already operational.

Once the power plants will be in place and operational, it can support the power needs not only of the Zambofreeport locators but of the electric consumers as well of the entire Zamboanga City, Yanga said.

Zambofreeport administrator Georgina Yu said there are 33 locators from various industries that operating at present inside the Zambofreeport.

Zamboanga City Electric Cooperative (Zamcelco) general manager Reinerio Ramos said the present peak load demand of the city is 85 megawatts.

Ramos said that the peak load demand will be more than 100 megawatts “by the time the Conal Holdings completes the construction of the coal-fired power plants.”

“Zamboanga City will still have available power and reserve by that time,” Ramos said citing there will be two sources of power for this city first are the coal-fired power plants of Conal Holdings and second is the hydro power plants in Lanao province.

Yanga meanwhile said the Conal Holdings will also construct a port at the Zambofreeport three-kilometer seafront. “They need a port to ship in the coal they need in the operations of the power plant.”

He added said the other locators of the Zambofreeport can also use the port in shipping their products.

The construction of the plants and port will also generate employment in Zamboanga City, Yanga said.

    Byproducts of power thermal plant operation need to be considered in both the design and operation. Sometimes waste heat due to the finite efficiency of the power cycle, when not recovered and sold as steam or hot water, must be released to the atmosphere, often using a cooling tower, or river or lake water as a cooling medium, especially for condensing steam. The flue gas from combustion of the fossil fuels is discharged to the air; this contains carbon dioxide and water vapour, as well as other substances such as nitrogen, nitrogen oxides, sulfur oxides, and (in the case of coal-fired plants) fly ash and mercury. Solid waste ash from coal-fired boilers must also be removed, although some coal ash can be recycled for building materials.

    Fossil fueled power stations are major emitters of greenhouse gases (GHG) which according to the consensus of scientific organizations are a major contributor to the global warming observed over the last 100 years. Brown coal emits 3 times as much GHG as natural gas, black coal emits twice as much.

    The prospect of having this coal-fired power plant here in our city looks like a blessing considering the perpetual brownout we are experiencing. But what is the payback for having this coal-fired power plant? ZamboangueƱos need to be informed of the potential downside of this power source. Our public officials need to make decisions considering the best interest of the people. This so-called “investor,” (Conrado Alcantara & Sons, ConAl, Holdings) must not put profit over the welfare of ZamboangueƱos. Our city officials must demand a comprehensive environmental assessment before this project starts with enough opportunity for the public to review the assessment documents and have a honest discussion on the pros and cons of having this coal-fired power plant.

    It was reported that the proposed coal-fired power plant to be built inside the Ecozone has an initial capacity of 100 megawatts (MW) with a planned expansion of another 200 MW once the 100 MW plant is operational. According to ZAMCELCO data, the present peak load of the city is 85 MW and is expected to reach over 100 MW four years from now. The planned size of this power plant, without a doubt, will not only supply electricity to Zamboanga City but will also supply the Mindanao grid! The rest of Mindanao will get electricity at the expense of our city’s quality of life.

    A coal-fired power plant generating 85 MW to supply the city’s peak load will burn approximately 370 metric tons (370,000 kilograms) of coal per hour. If ConAl will use coal with sulfur content of 1.5% by weight (best case scenario, cleaner coal, more expensive!), will produce about 10 metric tons (10,000 kilograms) per hour of sulfur. The same rate of coal burning will produce an uncontrolled emission of 15 metric tons (15,000 kilograms) per hour of particulate matter, PM (ash). Here are the kickers: The oxidation of 10 metric tons of sulfur will potentially produce about 1,000 metric tons of sulfuric
    acid in the atmosphere which eventually come down to the ground in the form of acid rain. The particulate matters from coal burning contain polynuclear aromatic hydrocarbons (PAH), heavy metals (arsenic, lead, chromium, etc.) and polychlorinated dibenzo-p-dioxins. PAH, heavy metals and dioxins are carcinogens – substances that cause cancer! Imagine these things coming out of the smoke stack over San Ramon! Just as the song goes: What goes up, must come down! Guess where are these pollutants going to come down? Labuan? Ayala? La Paz, over those nice weekend rest houses of the city’s rich and famous? All over the city? Over our drinking water shed? Over our farms? Over our fishing grounds? On Manny Dalipe’s rooster farm? Basilan? Siocon? If you don’t believe this, go ask the experts at DENR or DOST or the science professors from our public universities. Have them fact-check these numbers. These experts received advanced degrees and professional training through our tax money – they owe us one.

    I hope you will see the value of having a comprehensive environmental assessment before deciding to let this coal-fired power plant project go ahead. I hate to say later: I told you so.
